PCard policy and process improvements coming March 1, 2022

As part of UPL’s commitment to providing excellent service experiences, we are pleased to announce policy and process improvements to the MSU PCard program that will become effective March 1, 2022. These changes will allow MSU cardholders to have more flexibility in purchasing low-dollar, low-risk items.

New process for requesting single and sole source justifications

Effective January 1, 2022, justification for selecting a single or sole source supplier—rather than engaging in the required bidding process for purchases above $25,000— will need to be documented on a new Single/Sole Source Justification form and attached to the requisition.

Holiday Break Services

During the Spartan holiday break from December 28 - 30, 2021, UPL will continue to provide uninterrupted mail and distribution services to building mailrooms. University Stores, operated at 166 Service Road, will remain open during normal business hours.

Updates to Accounts Payable procedures

In alignment with the Office of the Controller’s processing schedule, Accounts Payable will cut checks and process ACH payments on Tuesdays and Thursdays. The change is effective on November 1, 2021.

FedEx Peak Surcharge Increase

FedEx Express Service Disruption

Due to weather conditions at its hub in Memphis, there will be no FedEx Express deliveries today, February 16, 2021. FedEx Ground deliveries continue.

Amazon available in Spartan Marketplace using Pcard

By policy, purchases from the MSU Amazon Business account can only be made by individuals using a Pcard to obtain goods on behalf of the university and must be used for business purposes.

Closing a purchase order in KFS

The functionality in the Kuali Financial System (KFS) has been updated to allow financial document preparers to close their own purchase orders—once payment has been made—without Procurement staff involvement. Closing a purchase order indicates that all encumbrances should be removed and no further payment can be made against the PO.
